Micro, small, and medium enterprises (MSMEs) are a driving force of India's economy, employing over two crore people and accounting for about 46% of the country's total exports. The MSMED Act of 2006 defines MSMEs, and the definition was revised in 2020:

The MSMED Act also divides MSMEs into two categories: manufacturing enterprises and service enterprises:

• Manufacturing enterprises

These enterprises produce goods in any industry, or use plant and machinery to add value to a final product.

• Service enterprises

These enterprises provide services, and are defined by their investment in equipment.

Vision, Mission and Key objectives

To promote e-Governance for empowering citizens, promoting the inclusive and sustainable growth of the Electronics, IT & ITeS industries, enhancing India’s role in Internet Governance, adopting a multipronged approach that includes development of human resources, promoting R&D and innovation, enhancing efficiency through digital services and ensuring a secure cyber space.

  • e-Inclusion: Promoting the use of ICT for more inclusive growth
  • Internet Governance: Enhancing India’s role in Global Platforms of Internet Governance.

The MSME-DFO (Micro, Small & Medium Enterprises Development and Facilitation Office) has several functions and duties, including:

  • Promoting MSMEs: The MSME-DFO promotes MSMEs through cluster-based approaches. They also create new Micro Enterprises through the Prime Minister's Employment Generation Program (PMEGP).
  • Improving competitiveness: The MSME-DFO works to improve the competitiveness of MSMEs.
  • Improving manufacturing: The MSME-DFO helps improve the manufacturing base of MSMEs by upgrading technology.
  • Providing marketing support: The MSME-DFO provides marketing support to MSMEs.
  • Developing skills: The MSME-DFO provides skill development and entrepreneurship development training.
  • Formulating policies: The MSME-DFO reviews existing policies and programs, and makes recommendations to the government to help MSMEs grow.
  • Providing consultancy: The MSME-DFO provides techno-economic and managerial consultancy.
  • Providing economic information: The MSME-DFO provides economic information services.
  • Liaison: The MSME-DFO liaises with central ministries, state governments, financial institutions, and other organizations.
